The City, with a population of only 333,336 would be given veto power over the county, which contains 851,000 people, in any county wide effort to build passenger rail. If we attempt a multi county regional rail plan involving Butler, Warren, Hamilton and Clermont counties, the city would be able to effectively override the 1,280,000 people living in the balance of Hamilton County and the adjacent counties.
