Issue 9, the Anti-Passenger Rail Amendment, will have a host of sweeping and unintended consequence that will slow and in many cases stop the progress of the City of Cincinnati and the entire region.

Right now stimulus and federal funds are available for investing in infrastructure and job creation projects like the Cincinnati Streetcar and Passenger Rail. By mandating referenda prior to any city expenditure the Anti-Passenger Rail Amendment will delay these projects and make the City ineligible for millions of dollars in Federal Funding under the most likely sources of Federal Funds—programs that require local matching funds, no matter how small the amount.

On September 1st, the author of Issue 9 stated before City Council that this Amendment would apply to all types of funding, including state, federal, and private donations. If a generous individual offered to give the city millions of dollars for passenger rail, the City would have to wait several months or spend nearly half a million dollars to conduct an election to vote on whether or not to accept the donation.
